02 Who Can Apply?

Three Key Conditions to Check

According to the Hangzhou Municipal Bureau of Commerce, enterprises must meet all of the following conditions:

1. Qualification Compliance: Enterprises must possess cross-border e-commerce export qualifications, i.e., have completed customs registration and export using one of the four supervision methods: 9710, 9810, 9610, or 1210.
2. Local Tax Payment: Must be registered for tax payment in Hangzhou and actually conduct cross-border e-commerce export business.
3. Integrity in Operation: Enterprises must operate with integrity and good faith, and earnestly fulfill application commitments.

For cross-border sellers already operating stably in Hangzhou, these conditions are not particularly challenging. However, special attention is needed: The applicant entity must match the invoice issuer from the logistics service provider – this is crucial for the subsequent verification and reimbursement process.

03 Five Steps to Apply and Use – Easily Done

Step 1: Register an Account

Open the Intelligent Logistics module on the "e-Go Global" Innovation Service Platform. Click "Register" in the upper right corner to create an account.

Step 2: Identity Verification

Non-enterprise accounts must click "Verify" in the "Company Information" section of the personal center. This redirects to Zhejiang Government Service Portal (ZheLiBan) for enterprise identity verification. Simultaneously, the enterprise must register on the Hangzhou Integrated Online Service Platform.

04 Flexible Splitting – Actual Reimbursement Based on Invoices

The "Freight Capacity Voucher" is very flexible to use. The claimed amount can be split across multiple transactions. For example:

• If a shipment's logistics cost is ¥100,000, with a 5% subsidy, ¥5,000 can be offset. This amount is deducted from the total ¥1 million limit, leaving ¥995,000 available for future use.

Important Note: The voucher is not directly deducted from the freight invoice. The correct process is:

1. The enterprise settles the freight costs normally with an accredited logistics service provider like Amass.
2. Obtain the freight settlement invoice.
3. Submit the invoice and other supporting documents for policy application review.
4. After approval (typically within 2-3 months), the subsidy funds are disbursed to the enterprise's account.

Therefore, enterprises need to manage their cash flow accordingly, treating the subsidy as a "post-event rebate" rather than an "immediate discount."
